CHAPTER ONE
INTRODUCTION
Solid waste management involves activities and personnel arranged, mobilized and deployed in order to adequately and efficiently put solid waste in such a manner that it does not constitute a hazard to
man and his environment. Municipal solid waste management has emerged as one of the greatest challenges facing environmental protection agencies in developing countries. A way to understand solid waste management is the sanitation habit of a particular area of interest.
Solid waste management is a subset of environmental sanitation Environmental sanitation is defined by the world health organization as the control of those factors in man’s physical environment, which
exercises or may exercise a deleterious effect on his physical development health and survival. Shola (2002, 135, P: 13) defined it as the process`s of taming the environment so that it no longer constitutes a hazard to man.
According to Lucas et al (1984,203), Environmental sanitation includes the following components:
(i) Disposal of wastes
- Sewage disposal/treatment
- Refuse disposal and management
(iii) Provision of potable water supply
(iv) Control of insect vectors and other pests
(v) Safe guarding of food
(vi) Control of animal reservoirs of infection
(vii) Air hygiene and prevention of atmospheric pollution
(viii) Elimination of other hazards.
(ix) Port sanitation.
Solid waste management as a subset of environmental sanitation falls under waste disposal. Due to the enormity of solid waste management across the world it falls under the jurisdiction of municipal authorities.
The Local government, which is the third tier of government, is saddled with the responsibility not only to render comprehensive solid waste management apparatus but also to render it appropriately and adequately to the general public. In the course of our daily activities, the generality of the people continue to manipulate the environment thereby creating garbage, which are nuisances that are inimical to the health of the people. Man must therefore create effective ways of getting rid of
such nuisances constituted by them. In the sphere of material usage,
refuse is greatly created. In our water production industries, sachets used in its packaging which are non biodegradable litter the whole surrounding and become refuse.
