ABSTRACT
Effective mobilization is a conscious expression of the belief that it is within the power of the political system to organise, co-ordinate and control their human and material resources for the attainment of socio-economic development. It should aim at providing the masses with opportunities for gainful employment as well as the expansion of social services which could enhance the welfare and security of the people. The effectiveness of the mobilization programme depends greatly on the extent to which government policies reflect the will and aspirations of the people. But policies cannot truly mirror the interest and aspirations of the masses unless they are based on the principles of popular participation in decision making.
The paper stresses that it is within the power of government to create effective linkages between the rural and different levels of government and those of non-governmental structures. This will help
the community organisations increase their levels of participation and accountability among the members as well as their capability for resource mobilization for development.
If the mobilization programmes are to be meaningful; they should develop strategies that would strengthen the capability of the people to be actively involved in the decision making process, such
