The relevance of the study lies on the fact that it among other things explored the areas of strength and weaknesses in the strategies currently employed by most public organization, and equally proffered a viable solution. Using a simple random sampling technique, seven faculties in the University of Nigeria, with a sum total of one hundred staff was adopted as our population of study. The researcher adopted the questionnaire as an instrument for data collection and the data was analysed using simple percentage and frequency for easy comprehension. As a corollary of the analysis, the study revealed that the current study leave policy does not enhance training and utilization, that most of the trained staff are not utilized due to incongruence between the acquired skills and the organizational need, lack of funds for training purpose and managerial attitudes all negates effective Human Resources training and utilization.
