Human Capital Development and Millennium Development Goals (Mdgs) in Rivers State; 2003 – 2008

Abstract:

The study is about “Human Capital Development and the Millennium Development Goals in Rivers-State between 2003 – 2008”. The study was also embarked upon because of the state of human capital development in Rivers-state. The level of human capital development in the state is so poor inspite of the efforts government proclaim it is making. For this reason, the researcher tried to answer the unresolved questions of; (a) why is Rivers-state slow in development inspite of its much ado about Human Capital? (b) What is the possibility of Rivers-State to achieve the millennium Development Goals with the state of its human capital development in 2015? The aforementioned questions agitated the mind of the researcher to this study. The fact is that, if the target of the millennium development Goals must be met, then, the aforementioned questions must be answered. This is because, without human capital development, the achievement of the MDGs in 2015 will be a mirage. From the study, we found out that human capital development in River-state between 2003-2008 is less than 40% and this will adversely affect the realization of the MDGs in the state in 2015. Besides, the government is not making adequate provisions for human capital development in the state. To this end, we recommended that Rivers-state government should intensify its effort in making budgetary allocation to human capital development and also, take as a priority the training of its staff annually.
