Abstract:
This thesis discuses the need for human resources development and utilization, an activity that has been denied attention in the public sector. It presents various techniques that may be applied by decision makers/resources developers for the effective utilization human resources in the public sectors especially in Enugu State Sports Council. The intent is to provide a useful basis for change in the human resources management culture in the public service of Nigeria. It is appropriate to focus on this important aspect of the personnel functions now in view of the current restructuring in the public sector of Nigeria. The researcher also gave a theoretical framework and reviewed some related literatures that are in line with human resources/manpower development and utilization. Most importantly its objectives to the government agencies and organizations. In pursuit of the goals of this study, the researcher distributed and administered questionnaires to the employers of Enugu State Sports Council. The responses from the questionnaires and oral interviews were analyzed using simple percentage and frequency tables for proper clarification. Form the analysis and interpretation of hypotheses, the researcher found that many problems/factors affected the human resources development and utilization in Enugu State Sports council such as lack of competent professionalism in the art of human resources development staff, poor coordination among the responsibility of human resources/manpower development, incompetent professionals and corruption. Based on these findings the researcher has made some recommendation on the best way to restructure the council services for effectiveness and efficiency in productivity and performance/service delivery, particularly in Enugu State Sports Council.
