Human Resources Management in Nigeria Local Government System (A Case Sudy of Igbo-Etiti and Uzo-Uwani Local Government Areas in Enugu

Abstract:

The best way to achieve quality service delivery in the Local Government in Enugu State through human resources management is explored. Three hypotheses were raised for this study. The survey research design methodology was adopted. The data for this study were collected through questionnaires administered to 574 staff of the Uzo-Uwani and Igbo-Etiti Local Government areas of which 400 were returned. The data were analyzed through the use of tables and simple percentages. The findings show that effective strategic management plan by the personnel department of the two LGAs can enhance quality delivery of the organizations. Motivational factors such as such as incentives, promotion and maintenance of good working conditions of workers help to improve optimal productivity and creativity of the LGAs. Finally, that corruption, bribery and inadequate knowledge of management of change are contributory factors that affect human resources management of the two LGAs. The study recommended that motivation of workers should be adopted to create good working environment that will enable workers to achieve corporate objectives. Promotion and maintenance of good working condition of workers should be dully observed without bias and sentiment, and human resources managers must shun and eschew bribery and corruption.
