Human Resources Management in Nigerian Local Government System: A Case Study of Selected Local Governments in Enugu State

Abstract:

The importance of human resources in any organization can not be over emphasized. The ability of any organization to achieve its goals depends largely on the caliber of its human resources and more importantly, on how effective they are managed. Based on this, the researcher worked on Human Resources Management in Nigeria Local Government System: A case study of selected Local Government in Enugu State. The researcher investigated the nature of human resources development and utilization; the type of staff training that was operating at the grass roots as an inducement to improve efficiency and effectiveness; identified the problems of human resources management in local government system in Enugu State, and proffered solutions to the identified problems of human resources management. The hypotheses raised and tested were three. The results of the findings were: politics was a major factor responsible for the problems of human resources management in government institutions; globalization and technological change was responsible for loss of professionals and technocrats to the private sector and other countries of the world; and poor remuneration of the local government staff was responsible for low productivity in the public service. Both the primary and the secondary sources of data were adopted in the research work, with the simple percentage method as the researcher’s work method of data analysis. It was believed that this work would be of benefits to politicians, researchers, administrators and students.
