Manpower Training And Utilization In Public Organiations: A Case Study Of Nsukka Local Government Area Of Enugu State (1999-2010)

Abstract:

This study examined manpower training and utilization in public Organisation, using Nsukka local Government as a case study. It focused on manpower training and utilization programme with the motive to find out its operation in Nsukka Local Government. The data used in this study is from both primary and secondary sources. The Secondary data consist of the review of related literature, while the Primary data source has to do with Questionnaire, Interview, Journal e.t.c to get first hand information from a given sample of population. The data collected were analysed using simple percentage and tables. From the analysis, our findings are as follows: (a)The selection of staff for training reflects the training needs of Nsukka Local Government (b)Utilization of Trained Staff are less than adequate and optimal. And (c)Evaluation of training out come is inadequate. Based on the above findings, we made the following recommendations: (a)There should be a functional manpower planning unit in the local government. (b)On-the-job and in-house methods of training should be used in training Local Government Staff. (c)There should be enough funds allocated to staff training and development.
