Abstract:
The Universal Basic Education (UBE) is intended to be free and compulsory to all children of school age. A lot of money will be required for any meaningful implementation class to be recorded. The success of the UBE is a major concern of Nigerians bearing in mind its cardinal importance as a tool for eradicating illiteracy, ignorance and poverty, as well as a tool for stimulating and accelerating national growth and development, national migration and political consciousness, but the fear of what brought failure of its predecessor programme UPE might haunt the new experiment calls for effort on the part of principal agencies of implementation to guard against its failure. It identifies and analyses certain socio-economic variable that influence UBE costs and investigate the factors that determine the magnitude of government fund allocated to the UBE programme in Nigeria. The study examines the assessment of the UBE programme in all government primary school in Nsukka Local Government area of Enugu State. Specifically, the study will: 1. Find out the extent UBE programme has succeeded in Nsukka Local Government area. 2. Find out the extent of monitoring and supervision of personnel and resources for the successful implementation of the programme. Examine the adequacy of infrastructural resources and instructional materials for the successful implementation of the programme. 3. Ascertain the level of government co-operation in the implementation of the programme. Find out the problems confronting the effective implementation of the programme. The study is a survey research. Specifically, the survey is an opinion research, which the investigation of the study was made. The main instrument that was used for data collection was the questionnaire. The questionnaire has two main sections with other clusters. Section A deals with personal data of the respondents while sections B,C,D,E and F contain information on success, monitoring and supervision, implementation, government co-operation and assessment of Universal Basic Education (UBE) programme. The instrument was designed in line with the four points scale of Strongly Agree, Agree, Disagree and Strongly Disagree etc. the study was guided by research question numbering 1-3. The population of this study was 116279 with a sample size 230 respondents, which provided a population representation of the study population. The samples of this research constitute 15 of the 25 government primary schools existing in Nsukka L.G.A. Conclusion was drawn, recommendations made and the limitations of research identified and finally suggestions for further research were itemized.
