FACTORS MILLITATING AGAINST THE ACCEPTANCE OF     FAMILY PLANNING SERVICES AMONG HAUSA WOMEN: A  CASE STUDY OF MOHD ABDULLAHI WASE SPACIALIST  HOSPITAL KANO  

CHAPTER ONE

INTRODUCTION

In most countries of the world health resources are limited in relation to demand for care. Constraints in the availability of resources have become more apparent in recent times, as a continuing rise in the cost of health services has coincided with deterioration of the general economic performance. This global economic reason, especially in Africa, has made governments, organizations individuals to look inward for survival sustenance and progress. 

Government and organizations that are involved in health planning and management have tended therefore, to naturally embrace and emphasize in the preventive and promoting rather than the curative aspect of health care as a way of better utilizing the scare resources for the benefit of the generality of the populace. 

It has been realized within this context that population explosion imposed an enormous burden on the scared health resources. 

The ideals of preventive and promotive aspect of health care are espoused in the alma-Ata declaration, which has now become a major resource of governments and organizations. In the alma-Ata declaration (1973), the world health organization (WHO) recognized that, for various governments especially those of the third world, to approach and provide health for all its citizens by 
the year 2000 emphasis must shift to the preventive and promotive aspects, as enumerated in the primary health care. 


The concept has the endorsement of the Nigerian health authorities because in chapter 3..3 of the National Policy (1973), it declares “primary health care as defined in the Alma-Ata declaration shall be the key to the development of Nigerian Health Policy.” The National, health policy also went further in chapter 4:3 to state that the health services base on primary health care 
shall include family planning. In this context, family planning refers to services offered to couples to educate them about family life and to encourage them to achieve their wishes with regards to
