INTRODUCTION

1.1Background to the Study The scourge of unemployment remains a reality that both the developing and developed economics of the world must live with.


However, the negative impact is more severe in developing economics owing party to the structural rigidities that characteristics such economics. Therefore, policy makers in these nation like the national Directorate of Employment (NDC) have use both protective and even
harsh policy measures in attempt to sanitize their economies. Hence, the macroeconomic goals of full employment, economic growth, price stability and balance of payment equilibrium have become the thrust of global economic policies in recent years. Achieving full employment is one of the main economic objectives of any economy. A fully labour force and an economically active population will contribute to the growth of national output the promotion of economic development. In this regard, the higher the employment opportunities generated by the economy, the better the economy’s performance. Therefore, the existence of unemployment at all becomes a source of concern for policy markers as well as the general citizenry.
